The adoption rate in LA County is only 9% as compared with 30% statewide.
While L.A. is home to 29% of the state's children, 38% of the state's children in foster care are in L.A. County
From the 2003 Inter-Agency Child Abuse and Neglect (ICAN) report
L.A. County's Department of Children and Family Services logged 161,638 referrals for child abuse/neglect in 2002, and 30,785 of these children were removed from their homes due to severe physical, sexual and/or emotional abuse and neglect.
From the American Academy of Child and Adolescent Psychiatry
"Being removed from their home and placed in foster care is a difficult and stressful experience for any child. Many of these children have suffered some form of serious abuse or neglect. About 30% of children in foster care have severe emotional, behavioral, or developmental problems."
